Smart - a person with a 100 IQ is average, people with IQ's between 90-110 represent 50% of all people. Anyone with an IQ of 111 or above is smarter than 75% of all people that person's age.

Originally, IQ was calculated with the formula

100 is defined to be average. Thus, 113 is above average.
Scores are age-referential. A person at the age of five with an IQ of 200 considered to have the "mental age" of a ten-year-old, with recall, insight, and reasoning ability of the same. If the kid doesn't improve, at the age of 10, his IQ would be 100 - average for a ten-year old. IQ changes, going down as people age. Brain development changes, and what is easy for a child is very difficult for an adult - such as learning languages.
