I think it would be pretty bizzare if that was a law! But, acording to the Unofficial Dog Laws, you should ask the owner before petting it. If there is no owner, then don't let it lick you. It could have rabies.
P.S. darlonyod is just messing with you!! Lol, anyway if you had your hand shoved up your butt, you would just poo it out

Uhhh, I don't think so. But just to be safe, make sure ur not an illegal immigrant coming to the U.S. from Mexico or a laborer in China. Then u can get a dog. I suggest Chocolate Lab.

no,but just don't go up to any dog and think that it wants to be petted because not all dogs are nice ones and that would be the owners fault.

Absolutly! It was put into the constitution that anyone that pets a dog, MUST be a citizen of the united states. If this law is broken, your hands can be cut off and shoved up your butt sideways. I'm suprised that you didn't know this.
