Put yourself in her shoes. Wouldn't you be a little nervous living in a brand new situation? Wouldn't you appreciate it if someone was friendly enough to introduce themselves to you? Talk to her as you would talk with your best friend. Talk about school and how to survive her new environment. At the end of the conversation let her know that if she has any questions or problems that you'll always be there to help. She'll like you for that

well, you said you have also seen her around your neighborhood a couple of times. i would think it would be a hell of alot easier to introduce yourself when you don't have so many people around,you know in school there are so many people.,,when you see her around the neighborhood just do as anyone would do, walking by,you say hello at first and then say something like, hey aren't you the new girl that got transferred and when she says yes you say well my name is,,,, and it should go from there. good luck

It's all about confidence.
Walk up to her and smile, introduce yourself and ask hey 'Hey, your in my algebra class arn't you'.
Ask her where she's from, why she transferred etc.
After each question she answers, try and work it into a conversation.
For example, you ask her if she's in your algebra class, she'll answer yes so you can say something like 'Oh, how are you going with it? Not my best subject, man the teacher is......' y'know?
Ask her if she wants to have lunch with you tomorrow, give her friendly advice such as 'Just make sure you don't sit at this lunch table, it's social suicide...' something to make her laugh.
A girl wants a friend, and someone friendly at a new school. Be confident, friendly & don't forget to smile.

Don't say you saw her walking around in your neighborhood! Why not ask her a question about Algebra? It is less creepy and makes perfect sense since you take the class together.

Just say hi to her sometime and then say (like you just remembered it) "hey I saw you walking in my neighborhood" and then say the street you live on, that way you are telling her something personal about yourself and she won't feel like you are being too nosey. Just say "we might be neighbors!" or something like that. That sounds totally innocent - friendly but not pushy. It might open the door to conversation or if you say it in passing it will get her thinking about you and wanting to know more about you. Good luck!

Try something simple perhaps in the line of schooling. You said you were in the same algebra class, ask her for help or something. Simplest lines always work best!

Let her know your name and offer to be a study buddy if she needs any help that way you could get to know her and you both would be working on your math

hey man dont be shy. just be yourself. dont try and act all cool. put on some nice clothes and look presentable. introduce your self by telling her your name. chicks dig confidence. ask to have lunch with her some time. if she says no dont take it too hard and dont run away next time you see her. make her regret saying no and maybe she will come talk to you later.
