There are no shortage of agencies to help the homeless in LA. The problem is, they have to want to be helped.

The under realized reality is most homeless people have some sort of mental illness. And the mental health care in the country is abysmal.

You don't see this problem in Europe or Scandinavia where they have the social service safety net

Some communities, such as Santa Monica, have laws that enable the indigent. There's a reason Harry Shearer calls it, "The home of the homeless."

Obviously, climate has a lot to do with it. The police share some responsibility, they don't hassle the homeless, and there's not much point in arresting them for petty crimes.

It is one of the great trageties in a country that claims to be the greatest one on earth.

honestly I think it has somthing to do with the climate. SoCal is the best place for a homeless person pretty much; mild tempertaures and it rarely rains. So you are going to see a lot more homeless people, especially near some beaches where they practically live. San Diego has much of the same problem. If you think LA's homeless problem is bad go to San Francisco, the bum capital of CA. I think the homeless in CA are just more visible b/c they aren't in shelters, many by choice. In places like Phoenix during the summer or Minneapolis during the winter they have to be indoors or they will die, that's not the case here. I think some homeless people down here don't mind there situation; they are literally beach bums. And it's probably worse in SD b/c they let you drink on the beaches, which doesnt exactly help ones with substance abuse problems. And's not that we don't care, many of the bums dont care themselves and dont mind being homeless b/c they dont work and spend all day at the beach. Some of the bums in SD seem pretty content with their situation.

You get used to it after awhile. Keep in mind that most of these people caused their own problems with drugs and/or alcohol. Some are just beggers trying to get over on the rest of us.

They do see them, i see them all the time i give em money now and again but i cant do it everyday and every single time i see them. they have programmes in this area that are trying to help them but not everyone wants to be helped. It is a sad thing to see.

Good luck to them.
