I just read an article that said that a police officer is not allowed the use of deadly force on a moving vehicle. The author of the article also says that a vehicle can never be used as a reason for an officer to invoke the use of deadly force on a suspect whether their life is in danger. Is that true?

A motor vehicle can be considered a deadly weapon when it is used as such. Example: Some is drunk and operating a vehicle. They get into an accident and kill someone. Homicide with a deadly weapon "Auto". Even if they only seriously injure someone it can be considered Assault with a deadly weapon ""Auto". However, Cops cannot shoot at a fleeing vehicle...If a cop is struck by a vehicle and the drive comes back for a second run the cop can use deadly force to stop the vehicle.

That is not true. A car is a deadly weapon if it is used to attempt to ram or strike someone. The decision to use deadly force against a moving vehicle is a tough one. It is hard to stop a moving car with a bullet. It is hard to shoot and strike the driver of the moving car. Some police agencies have policies that recommend against shooting at a moving car, but a car can absolutely be a deadly weapon.

yes, a motor vehicle can be a deadly weapon.
Many departments frown on shooting at a moving vehicle because it is so difficult to justify it. It is one thing to fire through the front windshield of an oncoming vehicle, that is probably justified. But what about firing through the side window? If the vehicle has passed you it is no longer a deadly threat and shooting at it may become excessive force.
Another consideration is even if you are justified in shooting the driver, what happens to the car? At least, while the driver was alive, he was in control of the vehicle. Once you shoot him, the car becomes an un-guided, 5,000 pound missile. Care to guess who gets held responsible, and liable, if that vehicle hits some bystander?
Some departments have banned shooting at moving vehicles in almost any circumstance. That is an over reaction. Other, more thoughtful, departments have attempted to put into place rules governing that use of force.

It is a deadly weapon, but there are some pricincts that have tried to define it as not so.

I remember the case you're talking about, and the cops were screwed by their own people. If a car was trying to run me down, I'd shoot, too.

Anything can be used as a deadly weapon. Just ask any prison inmates. Look what they use for weapons. With a little imagination, a loaf of bread can kill.
