What is the easiest way to run an electrical cord horizontal along a wall before putting tile on the wall? Is it possible to create a notch in the drywall to place the cord and then the tiles would cover it.

It is not possible to do that. You'd be hiding an electrical line in a spot where a nail or screw, driven at a later date, would hit that. In addition, the studs would push that wire to the surface, prohibiting you from from putting drywall over the cord.

It is more possible to put a 4-6" hole in the the entire length, allowing you to bury the wire thru the studs. Still messy.

Most electricians would drop the wire from overhead, or up from a basement, right above / below where you want an outlet.

Last, most of us would run decorative conduit.

First of all, you shouldn't be tiling over drywall, second, no you really should not just notch the drywall, you should take it off, run the wire thru the studs, then replace the drywall with tilebacker. Another option is to run it up into the attic or down into the crawlspace then back up or down to the place you want it to be.

Its best not to do this because later someone might decide to mount a towel bar later and drill a hole in the wire you surface buried. The best way to handle this is to do it right, knock holes in the wall to run the wire and then patch the holes correctly. Unfortunately taking short cuts with electrical wiring can create hazards in the future.

since you will be tiling after wards, why not do it correctly? cut out the drywall and drill holes in the 2X4's, then patch the drywall. it doesn't have to be an invisible patch after all cause you're covering it with tile! good luck, hope this helps.

Your reasoning is not completely off however you must consider access to this wiring in the future , if this is not a consideration then proceed . You will have the greatest success notching the drywall using a razor knife .

What you are suggesting is a fire hazard. If you want to surface mount it it must be in a metal chase specifically made for this purpose.

That would be possible but I don't think it would be safe and I'm sure it wouldn't pass code inspections. you could have an electrician do it from the attic if you have one.
