Solar wind (a mixture of highly energetic particles ejected from the sun) has many charged particles which are deflected by the earth's magnetic field. The pattern around the van Allen belts looks like wind passing a sphere in a wind tunnel, if you need a picture. Very large concentrations of ions and subatomic particles can make it through the magnetic fields gridlines and get to the surface of the earth, where they can disturb electrical systems, electronics, and even long metallic lines like railroad tracks.
