you would be because you were actually going the wrong way. Unless no one knows that you were reversing it is his word against yours. Because if someone rearends you it is following too close behind. But since you were reversing, (going the wrong way), you were supposed to take responsibility and be aware of your surroundings and stop if needed.

if you were actually on the street it sounds like you may be at fault, however the other driver should also be aware of vehicles ahead of him. if you were actually on the parking lot then you were on private property and not under jurisdiction of law enforcement, but isn't california a "no fault" insurance state?
