The tax collector's office in each county. In most cases it will only have the name of the owner of record and the property address. Mailing addresses for tax bills and phone numbers are not normally given out for privacy and security reasons.

You can get this from your local title company. They may charge a very small fee. Any title insurance company has this info. I would not contact the title company direct but call them and ask for a title agent rep for your area. When you talk to him or her tell them this. "I buy and sell a lot of properties and this is what I need. In return for your help I will send title orders your way". This means that when the house sells the buy may insure the title through them. They should give you that info for free however if you are doing this on a regular basis and you don't want to deal with a rep check out the service below. You can go online and download it their fees are low.

I think lenders file the pre-foreclosure notices at the courthouse.
