If she knows you like her and she likes you more than her current fella, I'm sure she would of sorted the situation by now.
You'll have to wait for her to make the first move and that is dumping her current fella.

Keep doing what you're doing, she already likes you. Let the relationship she is in run its course. If it doesn't work then you're already there, at that time tell her how you feel. If it does work then you will have two friends.

if shes happy with the guy shes with, then leave it alone. but if shes not happy with the guy shes with, talk to her about it and have her break up with him, then maybe a week or two after,ask her out.
