They have to be in the mail by 1/31. Not in your hand, just in the mail. You should allow at least a week for delivery.

They have to have the documents postdated no later than the 31st of January of that year. Legally that is- not in hand, just in the mail. Depending on your location from your headquarters, it can take up to a week to get them. The closer you are to it, the sooner you get it.
Some employers however give it to them earlier than that and some go further by posting it online if they have that capabilities- however you need the hard copies to file.
