I seem to have changed a setting maybe or something where when i crop, it crops a border around the area that i selected with the rectangular marquee tool. How do i get it to crop exactly on the lines? Does anyone know what i mean?

that's a "Feather" issue indeed; you need, while selecting the "Rectangular Marquee Tool", to check the menu bar, at the top, for the "Feather" field and enter the value 0 px.

No, don't use the right-mouse click option, nor the "Select"/"Feather" option from the menu. check the "Feather" field at the "Options" toolbar, right under the menu bar, and change it to 0.

if you can't see the "Options" toolbar, then click "Window" from the menu bar and click "Options"

is it possible you have some kind of feather setting turned on? What you're describing sounds like when you use "feather"

i think you should turn the "snap" off ... from "view" menu ....
if it is checked .. just click on it again to make it unchecked .
