I hate to tell you, but there is no good time to travel to NY for cheap. NY is not cheap by any means. But there are things that can be done to make it easier on the wallet. Do your reseach months in advance on the best hotel rate and even possibly staying out of Manhattan altogether. Stay in another bourogh or Long Island and take a train into the city.There are lots of places to get good meals and Broadway tickets at a cheaper price. The best thing to do is ask any NYer when you get there. They are always happy to help tourists.

I do not know why people that have no idea feel the need to answer these questions (I guess to get points).
July is probably the cheapest. Here is a list of prices for the Marriot Marque in Times Square for the first Friday of each month (non holiday weekend). As you can see, the person above me has absolutly no clue:

Lots of deals now, though, I go to NYC every year at Christmas, spring and late summer or fall. If you look, you can get good deals all year long. I have never paid more than $199 for great hotels, even four star. So for me, it doesn't matter when, it's never cheap though.
