You can get Photoshop Elements for a lot less than Photoshop. However most free software isn't worth much.

Go get Mepis. http://www.mepis.org
download the iso file and burn it as an image to cd.
Boot with the cd and enjoy Linux.
If you enjoy it, click on Install Mepis. It will take you through a wizard that will let you steal about 7 GB from you windows partition and give it to Mepis and install it. You can now choose to boot to windows, or Mepis.
then go to the package manager and install gimp and whatever components you can find for English (if you speak English of course) for gimp.
after it is done installing, press alt-F2
Then type gimp, then hit enter
Click file, new.

Enjoy

It is probably the BEST graphics program you can get for no money. But, you need to learn some Linux to get to it.

Picassa is terrible. You can get Photoshop elements 2.0 for $14.95 (just google it). You probably don't need the latest (5.0), I'm still using 2.0 and it's great!
