He's in the "hunting mode." Make yourself very catchable. Pretend you're the fawn and he's the lion. Eventually, your lazy lion will catch you.
The only difference between a guy staring at the girl and a lion staring at his pray is that the guy is sometimes afraid of what he is hungry for. Just keep looking your best and tease him until he takes action. If he doesn't, then, some other "lion" is probably also staring at you and you haven't realized it yet.

try talking to him. It might give you more of an insite on whether he REALLY likes you. Sometimes we have to step in to get a good view. For example my crush was sleeping in class today so i poked him and we talked since we didnt talk much today. When you really feel the he really likes you go for it!

Start a conversation, he will have to speak. If he will not speak, don't waste your time. He may be shy but if you make an approach, he has to respond. If he can not respond then he is not ready for a relationship.
