Maybe he just doesn't like milk. Try flavoring it. They make strawberry & chocolate milk, or you can buy milk and add either the chocolate syrup or the strawberry powder.
If it's milk he doesn't want, give him more dairy products. Kids at this age love cheese. Cheese sticks, cheese and crackers, macaroni and cheese, etc. Maybe he'd like yogurt even.

I have a 14 month old. He loves his milk even in a cup, so I do not know how to help you with that. However, my Pediatrician told me that as long as my son gets plenty of daily calcium from yogurt, cheese, etc. it would not matter if he ever drinks another glass of milk.
Tip- try Pediasure or the Target brand of Pediatric drink (cheaper and tastes better). It is vanilla flavored milk with soy. It has 230mg of Calcium and my son loves the taste.

I tried everything also. MY son won't drink milk at all...I tried flavoured milk, soy milk and even goats milk(he got a terrible bum rash from teh soy) so we ahve settled on yogurt drinks. I know its not the same but its the only option I have.

He may be lactose-intolerant. My cousin was lactose intolerant, and since she knew this (even as a small baby) she refused to drink milk. I recently developed it (2 years ago), and I don't like to drink milk either because I know I can't digest it very well.
