Defense is the warding off of an attack. Offense is the initiation of an attack. That leaves a lot of grey area. It comes down to perception. If a party is acting only to defend their interests they are on defense. When two parties have overlapping interests then the concepts become irrelevant and any aggression is wrong. Only compromise can be justified.
