I have had this problem myself.... growing up in Northern Vermont, if we didn't kick a keg at a party in the wintertime, we would simply pump it up as much as possible and leave it outside for the next day.
Invariably, the beer would freeze, similar to your problem. You will need to be patient and bleed the CO2 from the keg and then repressurize it. Salt will work, but that's why Monks invented Pretzels..... Obviously turn the thermostat up on the cooling unit.... 41*F should be ideal for most beers. For the first few pours after repressurizing, you will need to pour slowly or use a pitcher as to not waste the beer. It MAY have a slightly off taste, but that should go away after 2 or 3.

All I know is if I put a beer in the refrigerator and attempt to open it up before unthawed it will spew out. Now what is on the top is the more pure alcohol. If you drink that its very strong and what is left is ice beer water. I would let the keg fully unthaw or you may get beer water in the last half.

You can sprinkle a little salt on top of the foam and stir it around. Just a small pinch of salt should do the trick. Not to where you can taste it.

Frezzing beer is stupid it just waters it down but the foam will go away but you just have to leave it and let it settle.
