A y is considered a vowel when there are no other vowels, so no.
Unless you use a symbol or a number I guess.

i have a friend named Q and my (2nd) favorite (now deceased) character on my favorite show is named JT. i count y as a vowel, so my dads former girlfriend who is now married to his best friend named lynn doesnt count. these are just people i know/

Umm....for everyone did something with a "y" in it, haven't you ever heard of, a-e-i-o-u------AND SOMETIMES (in this case for example) Y!!!!!
But I think TJ, CJ, DJ, BJ, or JR for a boy.
Or MJ, CJ, or DW for a girl.
If you like none of these and are looking for a super unique name, Xavier is good. Sort of "different"....but......
