Sounds like she said 'yes' but she meant 'no.' A lot of people have no refusal skills. On the other hand, she could feel the same way you do. Talk to her about it. Ask her if she really wants to do this. If she doesn't, don't worry about it. That only means that there's someone even better out there for you.

To be dismissed.
Your girl there has one of two things going on with her:
1) She is flaky and unable to get started on doing the things that she says that she'll do. She expresses an interest in you but cannot move herself to do the work needed to sustain a relationship--with you or anyone. You don't want that kind of grief. The kiss was to keep you from abandoning her flakiness.
2) She is "playing the field" and you are a shill used to either satisfy her longing for variety or to instill jealousy in another. In other words, her behavior is not flakiness but calculated to produce control of another--you.
In other words, normal people don't act like this. I strongly suggest you not accept this behavior, as she will not be different. End your attempts at a relationship.

Give it a few more days and see what happens.
Rome wasn't built in a day you know.
If it gets worse, with no contact at all, then...
Give Up.
The only thing possible.
Let her go.
And you said she kissed you...
well doesn't that count for anything?

Sounds like she either just wants to torture you and likes getting the attention or she wants you to jump through hoops to get her. I'm guessing it's the first case and you'd be better off looking for someone else.

stop trying so hard, man she might be creaped out by you, always asking her for stuff, and keep trying to call her
stop being so pushy, leave her alone, if she likes you she will come to you
I hate to tell you bad news but it sounds like you scared her off by your pushyness
trust me, I have done this too many times to count, and it has never worked

It sounds like she is trying to brush you off the easy way. I would just let her go and move on.
