that's a good question...i'd say yes.
on one side, not all injuries are caused by neglect. you could give a racehorse the finest of care, best trainers, and still something could happen. it could be weak genetics, freak accident, bad conditions on the track. any number of things can contribute to injury.
on the other side though you have the fact that they start training the horses so young before they're finished growing. they race them for such a short period because they get run down so quickly. the industry knows this, yet they continue to do it.

No. It is rarely anyone's fault that a horse gets hurt. It is just a simple trip or misstep that killed Barbaro. Any horse could trip at any time, it is like any person could trip at any time.
I do feel that if it was an issue of footing stability that caused the injury then the track should pay the owners of the horse some sort of money. Or the makers of the footing. It depends on if it was a flaw in the footing material or if it was a flaw in the maintenence of the material. If a certain track has an abnormal amounts of injuries, it should be investigated as to why this might be the case.
In the rare instance the jockey made the horse off balance and trip, the jockey should pay towards the care of the horse.
But the owners should not have to pay a fine at all.

A horse getting injured on the track is an accident. Even with all known precautions, accidents happen. If a very expensive horse is badly injured and has to be put down, the owner suffers a big loss already. If an honest attempt is made to save him, the bill goes way up.

No, they should not. Horses can get injured back at the ranch too, besides when horses get injured its enough money already paying the vet to fix the injuries. If you make them pay the fine they probably wont be able to afford the injuries and might neglect the horse.

What the hell for? Do you think these owners WANTED the horses injured? They have to pay the astronomical vet bills to fix the horse. Why would there be a fund, every owner is responsible for his own bills. Don't be rediculous.

I know what you are thinking, that human beings have a choice to weigh the possibilities of getting hurt and yadda, yadda. Those horses were bred to race. Without the industry, they would not exist. It is the nature of the game.

Hmm, strange question, i question the motivation.
If you poured thousands and thousands of dollars in to purchasing and keeping your race horse - and just so happen to have an unfortunate injury which breaks your heart - you want to levy a fine?

No, animals are considered personal property. If they are injured doing what they are trained and bred for, then there shouldn't be a fine. If neglect and intentional damage is caused then yes.
