Learning to swim won't give you control over the ocean, but you will be able to control where you are going.
I'd like to know who first said this, and I'm afraid I have no clue to help you.

I saw that in a film aaaaaaages ago. It was actaully about swimming which is weird cos noone makes films about swimming and it was an awful film. Sadly I cant remember what it was called and that wasnt probably the original source anyway.

I looked on google too (like im sure you did first) and there are hundreds of other sites asking the same question. It would seem that absolutely noone knows who said that and it has become another one of those quotes where the original source is lost in time.
