This is a hard question to answer without knowing what the rest of your house looks like - if you have a contemporary home, it might look strange to go with a country or Victorian style porch. And if your home is, say, a New England Cape Cod style, Spanish-style tile could be very pretty but wouldn't match your home at all.

Having said that, some things that could "perk up" your porch include painting it with outdoor concrete paint (a classic checkerboard design, or maybe a faux rug), adding a small table and chair with some fun cushions, adding lighting (candles, lanterns, switching out your outdoor light), adding plants and planters full of colorful flowers, and so on.

The price, of course, depends on ultimately what you decide to do, and what types of materials you choose to use. I suggest going through magazines to find pictures of ideas you like, then determine what your budget is, and then speaking with a contractor and/or designer to determine how close you can get to the looks you like given your spending limits.

Hope this helps.
