on the letter it says that the mobile camera was positioned at a certain location but the address they gave is wrong the actual location they say is about a quater of a mile away

If you start raising that point now, the probable response will be to reissue the summons with the correct address. If you wait until the matter gets to court and then raise it, their application to amend the summons might be turned down.

The question of legality is:

Were you observed speeding?

In the court, the EXACT location of the camera is pretty much a mute point.

What counts is was the violation and the information concerning the violation documented accurate.

My suggestion is slow down and pay your fine to avoid further court costs and fees!

were you speeding? If you werent then sure fight it if you were then accept the consequences and learn from your mistake getting a lawyer involved will only result in a very costly exercise for yourself which isnt definatly going to win.
Drive safely at the correct speed and it eliminates this problem.

get yourself a good lawyer, I have been in court on several occasions when little rascals have good away with it, for much less than that. The evidence must be correct.
