It can be one....or the other. Or both, for that matter. But here is my personal opinion on the matter:

When I am talking to someone {and I know I'll be talking with them for a while} and their breath isn't very pleasant, if I have gum on me, I take it out and put a piece in my mouth and you know, just ask them if they'd like some. Or if I don't have any, I'll ask them if they have some to spare. In some cases they'll take the bait and pop a piece into their mouths and voila.

The point here is, I mostly mention gum when the other person's breath isn't working wonders.

*But*, in other cases, I simply ask for/take out gum because I want some for myself and I'll offer them if they want some too, just to be polite.

In rare cases, both reasons might bump.

So you see, it may just be one, the other or both.

But you know what? I'm pretty sure the woman is sending an indirect message about your breath. Trust me, that's how woman do it.

If you're not sure, then just take the gum and chew it. It never hurts to freshen up a little more.
