After Caesar announced that He was the one and only "Living God" it took many generations for some people to get used to the idea of giving up their mythical gods. How long would it take for some people to give up Santa Claus?
So in History 101 you will find that people worshipped mythical gods after Caesar. It was from custom and habit. Not everyone was willing to forsake Apollo or Zeus.

You mean Caesar Augustus? I don't think he ever declared himself to be the ONLY god, did he? The Roman gods were worshiped alongside the cult of the emperors.
