call the social services anonymously - sounds like there is some neglect going on. It certainly cant hurt.

I would call the city or county and get the code compliance inspectors out to evaluate the yard. As for kids playing outside in the cold, you could call CPS and ask them. They will generally tell you if it is something that should be reported. Instead of getting CPS involved, what about talking with them? Just tell them that you love their kids and are worried that they are playing in the road without shoes and they could get hit by a car or get glass in their feet. Put it on the kids and say that you thought they might not know the kids were doing this. Addressing the problem directly is the more responsible thing to do.

It depends on where you live. If you live way out in the sticks like my mother does, there's not jack that code compliance or anyone can do about the stuff or animals in their yard given that it has or once had a purpose. When you live way out in unincorporated parts of the county, no one cares. No one has to see it. There are no property values to speak of. If you can prove he's fighting the roosters, then you can do something about illegal gambling. It's the gambling that's illegal in most jurisdictions, not the fighting in and of itself. If fighting roosters was illegal, then they'd have to keep all roosters separated in individual enclosures and away from eachother. That's not how it is. Roosters will fight among themselves naturally, the same way two male hamsters will fight. As CPS once told me back home in Arkansas, if the kid is cold, they wouldn't be outside anyway. You can try calling CPS, but depending on where you live, they might not be able to do a whole lot unless drugs and/or gambling is involved.

The junk could be a zoning or maintaining a public nuisance violation. The fighting roosters are totally illegal. Check with the police. But having the kids improperly dressed for cold weather should definitely be reported to the CPS. Those kids deserve a better home.

You could call the town hall. There are generally city bylaws to deal with that. They will get a warning to clean it within 30 days and if they don't they will have to pay a hefty fine (1,000 or more) and pay for the city to remove the junk themselves.
I would also call Childrens Aid about the state of the boys clothing and such being outside. It sounds like there are a lot of illegal activites going on.
Besides this, the roosters feces can actually carry diseases in them which is fatal to most adults within 72 hours... I wouldn't want to see how it would effect young boys...

Call the cops and CPS immediately..if the yard looks like this imagine the inside of the house. No children deserve to be in conditions such as this. CPS will come out to find any abuse and or hazards. Call the cops so that they have record of the junk in the yard, and a complaint of the children.

You can call yes, but not sure what good it will do. I have reported a woman for beating her children over and over and they do nothing. I am not the only one that has called on her for abuse neglect, and filthly living conditions.
And they gave her everyones name that called she knew the case worker, even though its against the rules to tell THEY DID, and i got my car windows smashed out. And the next week it keyed really bad. She knew what everyone said. One of the reports came from her own mother so now her mom is not allowed to see the kids. The woman wont let her. This is in central Illinois.
But do what you think is right. I had to call when i saw the children being hit.

I don't see anything wrong with them playing barefoot or in underwear, since they are little, but with all the junk, etc and you did say it was cold weather. It might not hurt to call CPS and tell the story. They may need some parenting skills taught to them or it may be worse than that , but CPS will probably know if they should get involved, if you give them the info on whats going on.

You can contact authorities for a various of reasons. Call child protective services and let them know that the young child is outside in the cold unclothed except for underwear.
A lot of neighborhoods have laws against people having junk in their yard since it is unsightly and brings down the property value of surrounding homes.
Most states have laws against using roosters for fighting, so you can contact the ASPCA.

Fighting Roosters? I thought that was illegal in the US?
Anyway, not so much the junk as other the other things you've mentioned...kids running around outside in the cold in their underwear...etc...is a clear indication of neglect...an anonymous call to have the place checked out by CYS shouldn't hurt.

Fighting roosters? Are you in Hawaii? Animal fights are illegal in every state, you could call animal control to make a complaint about that.
Children's Services might want to check out the care the kids are getting, and a few places have laws about junky yards.
