Are you in an Airport ?
You could communicate with an info booth and they would direct you. Or call an embassy of the country of the passport. Or ours. Hope they don't end up on a plane not knowing it is lost.

You can hand it in at any police station. They'll take care of the matter and make sure it gets returned to the rightful owner or to a local embassy or consulate.

Take it to the nearest Police Station. They will match against any case of missing passports in their database and take it forward.

If ever a liscene or passport is found you are to drop it off in a mailbox drop box and they will make sure it gets back to the proper owner.

It isn't a passport unless it has someone's info in it. It's probably just a passport cover that some people buy to protect their passport from rain and snow, so you can keep it or throw it away as you like.

There should be a number in it for an embassy or somewhere to call if you find it and don't know who it belongs to. Call there. That person will have to pay about $100 to replace it, but if you turn it in and they can get it back, then they'll be really grateful.
