If the court fine you, you have to pay. If you paid the fine already and have a canceled check both sides, make a copy of it to send to the collection agency.
If you did not paid the above fine, then you the fine plus collection cost. The threat of getting you arrested violates the law. Next time ask for the supervisor or manager. Also, record the conversation.
If you did not receive judgment or default judgment for a fine in court, then you have the right for more additional information about this debt.

Well, don't believe her about the arrested part. Call the court directly, and ask them.
Debt collectors are usually pretty happy to get money. But you probably DO owe additional costs and fees.

Do you know who you owe for the original debt? If so, contact them directly and ask if you have been billed for it already by them. Some places don't bill you and then if you don't figure out that you might owe them money, they send you right to collection. If they have your correct information, you can fight them on the collection notice.
However, you can have criminal charges filed against you - it's a stretch, but it can be called Theft of Service. So, don't ignore it.

first off take her name out of this question we dont need to know It and we dont need to know were she works all we need to know is have you had notice-and not that it was going to a debt collector like notice you owed it. If you haven't payed they will send someone after you. If so it really your own fault that you did not pay when you should have if not she has to give you notice like a letter. And you have no choice but to pay-it doesn't matter if she was rude, yes its not nice but whats that have to Do with anything?

Don't pay it. YOU have to AGREE to pay any fees. Just send in a check to where ever you originally paid, and then tell the lady you did so next time she calls.

if you can prove this"and told me she was going to get me arrested if i didnt pay her, " you have grounds for a lawsuit--get her to say it with a witness or get it recorded,,,but be careful recording--each state has its own laws on recording phione conversations
contact an attourney
also go to" bendover.com" and read his material on debt collectors
this is real,,his name is benjamin dover
read dover,,you DO NOT have to have any communications with a collector,,,none,,,refuse to talk to any of them
