Hey Tony,

there are a ton of William russell entries in LDS Family Search, but not one matched your information exactly. Three were born in 1864, and shown in the census records. A couple were born in Somerset, but not in 1864. The Free UK BMD site does not have an exact match either.

has this one, who looked close, especially if your birth date is really a christening date and your "2" should be a "12" or vice versa. Note the lady who has him entered "1964" instead of 1864" as a Christening year. If this is just another Wm. Russell, it won't be the first time I've been wrong.
