My neighbors who are from another country do not understand the dog tether law. I understand that in their country it is normal for them to tether pit bulls on short ropes in their front yards. It may be difficult to handle a sensitive issue where there is a cultural difference of opinion. What is the best way to handle this?

it sounds like they are tethered. what's your complaint? if they get loose and roam into your yard, shoot them. when they sue you, you can explain to judge judy that arnold said they had to be tethered and they weren't.

Does the dog have access to food and water while tethered? If so, the only thing you can report them for is the short tehter. Call your local humane society/animal control and have an officer talk to them about the short tether. If they do not make the changes they could have the dog conficated.

A couple of ways actually.
1st if you know the country of origin of your neighbor you might attempt to contact a local consulate rep from that country who could explain the law without appearing culturally insensitive.
This would accomplish two things, it would educate the person and shield you.
Alternately, you should contact animal control as animal abuse and/or tethering is an offense and regardless of origin ignorance of the law is no excuse

Try calling your local police department or animal shelter (both are confidential so no need to worry about angering your neighbors) and explain the problem to them and ask how you can go about talking to them about it. More than likely they will handle the situation for you by offering the family a "warning" on the law.

If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.

It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

Call animal control. If they are in the front yard, the neighbors could think that animal control just drove by and saw the dogs.

Talk to them. They aren't in their country any more. Have them understand that for their wellbeing and the wellbeing of their pet THIS is the way things are done here.

The best way to handle it is to MYOB! People have different ways to care for their animals. Are they bothering you? Are the dogs starving or beaten? If not, MYOB! Stupid anti-dog laws are, at best, selctively enforceable.

start a petition and get as many ppl to sign it as possible and then bring it to the local court and uphold it there.
