4 ounces of cooked *lean* steak will have around 240 calories, 33g of protein and 11g of fat, 4g of saturated fat and 83mg of cholesterol.
4 ounces of cooked shrimp will have 112 calories, 24g of protein and 1g of fat, negligible saturated fat and 220mg of cholesterol.
The shrimp has less calories, fat, and saturated fat... and still a good amount of protein.
It does have more cholesterol. However, eating a little more cholesterol while eating less saturated fat is better for you than eating more saturated fat and a little less cholesterol. That's why most nutritionists these days will tell you that the extra cholesterol in shellfish is OK.
So, the shrimp are a somewhat healthier choice. But, take everything in moderation.

Sometimes "better" is a relative term.
However, you can look up the nutritional components of common foods at the USDA website. Here are a few values for select types of shrimp and beef:
Shrimp, steamed, 100 grams:
kCal - 99
Protein - 20.91
Total lipids - 1.08 grams
Cholesterol - 195 mg
Beef, short loin, top loin, separable lean and fat, trimmed to 0" fat, choice, cooked, broiled
kCal - 205
Protein - 28.45 grams
Total lipids - 9.22
Cholesterol - 69 mg
As you can see, there's a good deal more protein, fat, and calories in this steak, but significantly less cholesterol. There are many types of steaks, some with much more fat, some with less.
It all works out to what you want to achieve, and if you're considering things like cost, environmental factors, overall nutrition, etc.
My answer - eat steak AND shrimp - in moderation.

They both have good sources of protein, however, steak has more saturated fat (bad fats) not to mention the steroids and other chemicals used in processing (unless you buy organic). The overreaction to shrimp's cholesterol is actually unfounded; in fact, scientific studies have proven that eating shrimp, lobster, and other shellfish helps lower the bad cholesterol levels. It's mostly good cholesterol in seafood. Consider this: Okinawa (an island near Japan) comprises the healthiest population on Earth. Their diet consists primarily of seafood (and kelp/seaweed) and they have the greatest longevity and lowest risk of heart disease of any population on the planet. They eat shrimp and other seafood - not steak.

Shrimp is lower in overall fat but has some cholesterol. Steak has more protein but is harder to digest.

I'm not sure which is better for you or has more protein. I suspect that the method of cooking will be a determining factor. Obviously frying would make Shrimp not as good for you. I would have to say that both prepared properly could be good for both purposes.

To much of any good thing is not good for you. they are both good for you in moderation. Shimp is healthy but high in Cholestrol. Steak has good protein but red meat can be unhealthy if you eat too much. Just eat in moderation and you will be fine. I choose Shrimp over Steak.
