Its a parallel. The Kings of the day were always the first and last. It symbolizes how everything starts and ends with God. There is no one who precedes him or succeeds him. In other words, nothing is beyond him.

Maybe he's just talking like a parent: "I brought you into this world, and I can take you out!" Perhaps this is meant to be directed at a finite species like Man as parent to child. Just like a person might be right when he says that the world began when he was born and ends when he dies. Perspective.
