Men are generally more confident in their actions. They are less likely to feel the need to prove that they are a man. Yes, there are 30 year old boys out there and 20 year old men.

I used to work at a state park, and there was this young kid who would talk a lot. Then, there was this older man who did his work and never really bothered anyone. The young kids got mad about something, and the old guy said "Boy, do you ever stop talking?" Basically the boy kept talking, implying he would meet him after work.

Well, 5pm rolls around, and of course, we stick around to see what happens. The young guy was out there by the trucks talking trash. The old guy came out, walked right by him, over to his truck. He reached in the truck bed, pulled out a rubber hose, and basically gave the boy a good whooping. After that, the old guy got in his truck and left, never once saying a word. The boy quit the next morning. We all just laughed.

That is the difference between a boy and a man.

Good question.

Its an internal decision. Its a state of mind. For me, there is no universal answer. A man becomes a man when he feels he is ready. For some, it might be after losing his virginity. For others, after college or a first job or finally able to take care of himself w/o needing the parents.

He will know when he is a man.

maturity: boys always pretend to be cool around their friends, even if that means saying things they don't believe are true. they also think they have to treat women like objects to look like real men (such as saying stuff like "look at those knockers!"). and they always make comments referring to sex in some way.
men (and i mean proper men, not defined by their age, but by their level of respect) can always be themselves, tell women they are beautiful instead os saying "wow, you're hot!" and are mature enough to take responsibility for their actions, instead of pinning it on the next guy.
this means that there are some 16 year olds who (in my eyes) are more like proper men than some forty-year olds.

The "boys" sit back and Laugh, and goof around ,and like to use the words "Oh snap!",and"Ohhhhhhhh!",and they go walkin' around the neighborhood like their the $hit!
And the MEN,are more laid back and more settled down with their wife and kids, and they don't make fun of people ,and they don't play those stupid teen age games!

There's an old saying that goes something like:

The difference between men and boys are the price of their toys!

I think, men are ready to give up some thing for their ladies even if those are very important to them. Men find it worthy to lessen their freedom in order to improve the quality of their life.
