If you are in high school, you need to report your suspicions to the principal directly - or have your parents do so. It is best to present documentation as evidence, so track things for a bit and write them down so that it is clear you are concerned about the teacher and the students, rather than personally attacking the teacher.
If you suspect your teacher drives while intoxicated, please do something immediately. Regardless, this needs to be brought to the attention of authorities.
If you are in college, you may want to start with your advisor (hopefully it is not her) or the academic dean. Again, present documentation and don't make it out to be a personal attack.
The school may already be aware of the situation and not be able to discuss things with you because of confidentiality issues. So be prepared to not know how things are being dealt with. If it appears nothing happens for a long time, however, I do recommend that you get your parents involved by having them contact school board members. I think it's a good idea for your folks to know what is going on with anything you do, so please keep them informed. It sounds as if the teacher needs help and I hope she gets it.

You the students drove her to drinking(just kidding).You need to have a conference with your principal.Tell the principal exactly what is going on with your teacher.They should take it from there,if nothing is done and she's still teaching under the influence then you'll have to take it a step higher.One of your parents has to go and report her to the school board.Don't feel bad or blame yourself,because they'll give her a chance to sober up in Rehab.Once she's clean she'll probably thank you,if she's not too embarrassed.She might even retire or ask for relocation.The teachers are always taken care of.Good Luck.

Pookie, just WAIT until you get out into the working world and have to work with disillusioned old farts. THEN you will work with ALL of the drunks. Do you know how many meeting I've had to sit through where the people on either side of me were sh*tfaced and smelled like a distillery? The functional alcoholics aren't that big a problem, because they at least get the job done. But the the people who drink regularly during the day are pretty much a waste of space.
And no, you are not expected to do anything about your drunk teacher as long as she is grading your schoolwork properly. Her drunkeness at school may be a disgrace, but it is really not supposed to be any of your business. Trust me, I know. I had quite a few alcoholic teachers when I was in high school.

It's a very serious accusation. Are you sure this is the case or are you just upset that she's strict and yells at the class? If you truly believe she comes to school drunk, you could report it to another teacher you trust or your counselor. However, an empty accusation because you don't like the teacher would wreck her career and cause enormous damage, not to mention personal stress. Think before you act.

I like your question. You have a drunk teacher, and you need help. But seriously what about the school administration? How is she allowed to get away with this? Are you the only one who notices?
I would tell my parents and let them have words with the principal. She is definitely setting a bad example for you all.

Tell your parents about her. Encourage your classmates to do the same. Get your parents to talk to the parents of your classmates and then all the parents to talk to the school administration.
Reporting for work drunk is a fireable offence in ANY job. She needs help with her addiction. If the School Board is aware of the situation, they are required to offer her addiction counselling and therapy. If she cannot address her problem and be sober at work, then her career is over.

You have two choices. The first and easiest would be to talk to your parents about the situation as they, as guardians for your interests, can easily go to the school board or principal. But, if you want to deal with it directly go see the principal or school counselor.
Do not go around talking to other students/friends about your observations. There are medical conditions that cause many of the symptoms you related and, if you are wrong, you don't want to harm the teacher's job or reputation.

Tell your parents first and ask them to present in writing a complaint about the teacher to the principal. If nothing happens write another letter to the Superintendent of your school system. Keep sending letters. There is a state superintendent as well. Go to them if you have to. You deserve a quality education and she cannot deliver it.

If you've noticed this about her, chances are the administration has noticed it as well. There's nothing "you" need to do except to stay out of it and let the school staff handle it. If you don't feel they have noticed, maybe an anonymous note or something, slid under the door of the principal, might help them to.
Remember, the idea is NOT to get her into trouble, but to help her.

She is entrusted with the safety of the class can she maintain it when she is rat faced.
On the other hand she may be on medication which makes her groggy.
Perhaps the class have driven her to seek some Dutch courage in the bottle before you all attack her each day!
