Like if you put your hand in a bucket of water that is just above freezing point. The pain is pretty immediately felt and I was wondering what effects the water has on the hand to cause the pain.

It constricts blood flow, causing pain

Do your hands change colour at all when this happens?

This could be nothing at all, as pain is a normal response to wet cold that severe. But if your hands turn blue just as quickly, this could be a type of arthritis called Raynaud's phenomenon. If (and only if) that is the case, see your doctor.

Its not actually painfull, its just that you are feeling the temperature. some times when you put your hand under extremely hot water it can feel very cold! until it burns lol. when your hands are really cold the blood is directed away from that area. thats why you go very pale. maybe that is the feeling? but not sure?

it is callled frost bite. if it is small pain, it is because the nerves are feeling te cold so that you move ur hand
