The 18-55mm kit lens for the 400D isn't the best lens Canon ever made but if you don't have issues with it, why upgrade? The 18-55 has a good zoom range for general use, and it's compact size keeps the whole camera nice and small.
For a real difference in image quality, you're looking at a $500 investment. The Canon 17-85mm would be an obvious choice. Or the slightly cheaper Tamron 17-50 f/2.8. If you want to go crazy, there's always the Canon 17-55mm f/2.8 for $1050.

added: I popped back out of curiosity and I'm a bit surprised by the suggestions for 28-1xx mm zooms. These might be a tad limiting on a 400D due to the 1.6x focal length multiplier. Just set your current lens to 28mm and imagine that that's as wide as you can go. For indoor situations, landscapes, and street photography I personally like to zoom wider.

Be wary of trying to get a better deal on a lens by getting a Tamrac or a Sigma. While they are good deals now, say 10 years from now you want to upgrade your SLR to the new technology by Canon... Canon brand lenses are guaranteed throughout their SLR lines. If for some reason the lens will not work with the newer technology, you can send it in and they will upgrade the computer chip in the lens for you. So you might save a buck up front, but then have to reinvest in lenses if you ever change the body of your camera!!!

I have the Canon 350D and I settled on the Canon 28-135IS lens. It is a GREAT lens. It is not the L-series lens, which are the best, but for what i do it is great. Most reviews of this lens say it is the best walk around lens, and it also takes really good portraits. It has image stablization which is a nice feature too. Look to spend around $500 for this lens. Yes, the kits lens is fairly poor quality (but it's ok as a starter lens, I suppose)...but, finding the right lens can be difficult because there are so many available.
You just need to know which focal length would suit you the most.

Now, if you wanted a wide angle lens, the Canon EF-S 10-22mm would be a great choice, but not a great choice as a first lens.
You could look at the EF 24-105mm f4L IS USM...which covers a good focal range.

Really, the choices are endless...it all depends on your preference of focal length and how much you're prepared to pay.

I suggest you read the lens review links below, which might help you decide which lens is good, which lens to avoid and which is more suitable to your needs (and wallet).

The real question here is what kind of picture you want to take? general purposes, macro, portrait, wedding, outdoor, sport, candid...bebieve me when I say this: Canon makes all kind of lenses for every fields you chose as well as other third party manufactures like Sigma, Tokina, Tamron...
It depend on what field you are in and how much you want to spend. For general purposes like family vacation, outdoor snap shots...I would go with Canon 28-135mm USM lens. This is the best lens for everyday use, I have been using this lens since 2005 on my canon eos 3 film camera and now on eos 30d digital. You can find it on Ebay for around $400.00 new. Of cause if you can afford go for other lens that specifically made for your needs that have been using by professionals the Lseries lenses.
Sigma made a very good lens lately, it is 18-125mm DC AF. It's about the same price as the Canon 28-135mm but it was made specifically for digital camera only.

I want to know too!! I heard Sigma lens are good and cheaper than Canon lenses
