I'm a high school senior and I'm in France as a foreign exchange student. The company that I used is CIEE, they've been really helpful in every way and they paired me up with an incredible host family. I'd really reccommend this company. Contact your local Rotary Club. They run a private exchange programme, but like the posters before me, they usually find kids through schools. You could always contact them directly to get a headstart.

I went to Japan (for free) through Youth For Understanding.
I filled out the application, applied for a corporate sponsorship, and a few months later, I was on the plane!
It's really easy, and you can do it without the support of a school who may or may not be too busy to help you.
