There is a book called "You and Your Small Wonder". I don't remeber the author. It is full of acitivies to do in the home with little expence for toddlers.
I used it with my nephew, who I take care of while his mother is a work. I highly recomend it.
It has fun activities and activities designed to make children think and learn.

Crayola Color Wonder finger paints! My daughter loves them and they truly only color on the paper. It's like painting with chapstick on your fingers, but you can see the colors on the Color Wonder paper. Non-toxic, and you don't have to watch them too closely if they're in their seats or at the table. I wouldn't recommend the Color Wonder markers just yet, just from my experience, because my daughter loved to bite the tips off!! Simple (and free!) things to do would be put on music and dance, sing songs with motions (Ring around the Rosy, The Wheels on the Bus, etc.), put a blanket over 2 sturdy pieces of furniture and crawl through the "tunnel" (especially when someone is "chasing" them!), blowing bubbles in the bath, filling a basin with warm water and suds with a few dishes/cups so that they can wash dishes like mommy, making drums out of containers and plastic spoons-- anything they see at this age has the potential to be fun, which is the best part!

I play fetch with my 20 month old twins. I will throw a ball or stuffed animal down the hall and they bring it back to me. They LOVE it and will keep at it for a long time. I will also get them to dance and march around the house by putting on music.

I have a 19 month old, and we sit around and play with anything and everything around the house... our favorite is to sit and I read books to him, but with a twist.... instead of reading the stories to him, I tell him what the pictures are and then I ask him to point out the different pictures in the book.... at his 19 months, he knows to identify animals, colors, and knows animal sounds...
