I filed my taxes electronically on January 19 using Turbo Tax, and my state refund has already been wired to my account. I presume you do know you have to purchase a program, input the data and then file it electronically.

Any time. If you are taking advantage of one of the provisions that were just extended by Congress in December, the date is in February, I think it's Feb 3 but am not sure of that.
