how do I get my cd burner to stop burning in WMA?

I don't think you understand, I try to burn as data and it burns the data as a windows media file so my car stereo doesn't play it.

burn as a data file and make sure that they are downloaded or uploaded (from other cds) as an mp3 file.

I caught a glimpse that you're looking to burn Mp3's. Using Roxio or Nero.. Burn them as data files.
