Can you name a few sites where i can create a character (person or animal)with all the materials of my liking.And also a few sites where i can learn drawing, colouring and painting?

My friend, how someone asks a question means as much (in getting results) as the question being asked. This is why some people get so many smart-arsed answers. Learning to be more subtle opens more doors than a tone of restrictive demanding.

But to answer your questions:

1. I don't think there is any web site that will let you create anything with materials of your liking. They simply won't provide you with any materials. Did you mean to ask if there were any web sites that could help you through the steps of learning to create characters while using different artistic materials?

2. There are public television services that have links to their own web sites where I'm sure they have copies of their own programs you can watch that teach basic painting ans drawing skills. Also, I'm pretty sure the National Gallery in Washington offers some king of on-line classes for beginners. There probably are some colleges that also offer such classes.

3. But the truth is, unless it's computer art, real art needs to be taught and learned within a real physical dimension, in person with hands-on training and you would be much better off taking actual classes where your instructors and fellow students will help you and encourage you along the way. If you're asking about learning to do computer generated art then you should be more specific in your questions.

There are also books that you can buy from any local art supply store that teach you the basics to colors and color blending and mixing, to basic drawing principles and beginners painting.

I don't know about a website but there is a software program called dreamweaver where you can create just the thing. Its pretty expensive though. You can use it for designing graphics and the options are endless. I think the program can run anywhere from around $300- $400. You can create entire cartoons (video) or even more lifelike imagery.
