Alright Bill Clinton! Don't be a politician here. You used marijuana. Splitting hairs like this will make you look like a liar. It would make me hesitant to believe you. Most police agencies are understanding about juvenile marijuana experimentation. Tell the truth and you will be fine.

You want to be a police officer...now THINK like one.
The question on the application is "Have you ever used any illegal or felonious drugs?"
This would include all the illegal drugs from marijuana on up to the more dangerous meth and cocaine.
You've already said you smoked off the bong that was lit therefore you smoked!
If you lie, then the whole purpose of "highest standards of honesty and integrity" become nill!
Answer honestly or else you can consider others sources of employement!

Worry about full disclosure, that's why agencies put these things on the app. Some agencies put credit history questions in there, all put drug questions, or questions about work history. They want to see if you will lie, or obscure the truth. If you do either, you are out of the running. Simply explain as best you can, and let them know you'll explain in greater detail if need be. Here's a story for ya.
The best narcotics agent I ever worked with was on the stand one day, and the defense attorney asked him, "How do you know what marijuana smells like?" Most officers would have said through training and experience, which is where that knowledge usually stems from. However in his case, he looked dead at the attorney, and told him, "I smoked enough of it in Vietnam to know what it smells like." That kind of candor is frowned upon these days, and he was old school, old school, but it worked for him. At the time.

How in hell did you smoke it without lighting it? First you have to answer the question yourself. Over the years, I have confiscated many many lit bongs, bowls, etc etc. I smell that stuff (It REALLY gags the crap out of me BTW) That does not mean that I have ever "used" that crap. I think by "used" it means intentionally smoked it for the THC high it gives. heres my advice: Assuming of course you are telling the truth now and i understand your question........... Oh hell, I don't understand what you are saying, so forget it.

If it was lit, and you took a hit and exhaled the smoke, you partied!! If you did not inhale (like Bill Clinton) then no you did not. I would not lie on your application. How could you be a cop if you lie?

I think complete honesty is the best policy (esp. if there's a polygraph) -- probably not too many cops that didn't drink underage or do pot. Your complete disclosure will show them that you're trustworthy.

I believe the question is determining two things:
1) Honesty.
2) If you have/had a history of drug use.
I would be honest and answer "yes".
