Wax is much less dense than water, so the wax will always float to the top of water. Floating candles are designed to float. they are wide to provide a greater surface to rest on top of the water, and they are not tall. If they were designed to be too tall, they would tip over in the water.

They are usually fairly small compared to your common pillar candle, and are wider than they are tall. The Wax is lighter than water (unless the mass of the wax is very dense) and floats, you know like oil and water.
