If so, how far into Mexico?

Yes it does. I've known people to use Sirius down into Central America. XM's coverage doesn't spill over as much but should do good until at least Mexico City. If you have a good home antenna you could probably take it further.

Beyond the -132dBm contour would be questionable for reception. It does work in Cabo San Lucas though. Here is Sirius' coverage area:
