A cat I used to have did that. It was her way of trying to show she was dominate in the house, just like mother cats or cats who live in a "pack" mentality (like someone who keeps many cats, one is the dominate).
To curb this behavior, every time she would bite me, I would take my pointer and middle finger and use the two knuckles to pinch her ear. The harder she would bite, the harder I would pinch until she eventually submitted and let go. This will not harm the cat, it will not harm its hearing or leave a mark or long-term effects besides teaching it to not bite.
I tried spray bottles, rolled up papers, and smacking, but nothing worked like this did. Good luck!

Cat aggression is difficult to solve. Chances are she is trying to get your attention and is not good at regulating her "play" bite. Most cats are good at knowing how much pressure to apply and not cause harm - but some like yours are too rough. The best thing to do is to immediately walk away and ignore your cat for a period of time. Usually, they will eventually learn that biting does not get them the attention they are trying to gain. If that does not work, I'd try and contact an animal behaviorist for other suggestions - contact your local humane society and see if they have someone who can help - they often do. Good luck.

Positive reinforcement: don't pull arm away, they see this as encouragment. Leave arm still, and when she loosens grip, pick her up and say No, No, I don't like that while stroking her fur.
Also, putting a bitter herb on your elbow in that spot ( make sure it is one not harmful to cats, and there are some that can be deadly like choclate and onions) rub it on, and kitty won't like the taste! but not pulling away and gently showing her you will give her affection for other behavior is the best way.

I've found a spritz bottle of water, using a quick spritz in the face will stop the bad behavior. It might take several times, but it seems the best way to train a cat.
As to why they do it, I think it's a play full thing to them. But it can Hurt!

one of my cats use to play with me like that, I had to teach him that was unacceptable. I will gently but firmly grab the nape of is neck and scruff him and hold him down untill he calms down and I will yell NO as soon as he starts. it took a while for him to learn but he knows better now.

What you need is a small spray bottle, dont worry theres nothing to it just wash it till its clear of soap and fill it with water and give her a little spray. kk

you have got to lay him or her on there back and calm her or him down my gently placing your hand on his or hers tummy for a while then let go with the doors shut and stroke her or him softly this should tell him or her that you have no harm to them.
