As others have already said, the answer is no. She must be petitioned for by her husband. Here is how it works:

Depends on the situation. If he is abusive towards you can probably file the I-360 self petition, normally reserved for battered spouses. But let's say your husband has promised you he will file the necessary paper work for you but places conditions such as, what he says goes, you don't complain if he has a girlfriend or mistress, you have to work and give him all your money, this could be considered mental abuse and would qualify you to self petition. Really need more details for a better answer.

Oh nicely.... enable me upload my 2 bits to the dialogue. i'm an American and ten years in the past whilst i grew to become into working in Taiwan met a Filipina caregiver. She regarded like an excellent individual, so whilst our contracts have been over (the two interior of a month of the different), we went to Philippines. She knew that i did no longer intend to bypass lower back to stay in the States, in spite of the undeniable fact that it did no longer situation her. We have been given married right here in a civil wedding ceremony (word of warning - there is not any divorce right here) and stay fortuitously together for those ten years. She is now 40 8 and that i'm seventy two. I actually have a 40 seven year previous daughter who's approximately 10 years youthful than her husband, and a 40 six year previous son, The 37 year previous son surpassed directly to the excellent beyond approximately 2 months in the past 2 days till now his daughter grew to become into born... yet that's yet another tale. The Filipinos have very tightly knit families and it must be that the lady pal is sending lots of the money to to her mom or her father (the retirement right here if any, quite sux). Have them marry someplace else in case you think of it won't pan out, yet please, supply them a gamble.
