Find something you both like and get it tattooed, you could also do each others zodiac signs or other mutual symbols.
I'm sure you'll think of something, you should really talk to your sister for ideas, not us.

My brothers ex had a good idea, on the small of her back she got a medium sized star which represented her mother then two smaller ones which represented her and her sister.

If it takes a tattoo to remember your sister, then your relationship is already in trouble and adding a permanent fixture your bodies is not going to be a quick fix. Blood is thicker than water and "ink/needles". Don't do it if that is your only reason.

do you have a hobby you both share? a favourite flower, song lyric, a book you read together as a kid, or something along those lines?

small footprints.... you could put them on your backs.... one day, you could add on to them as you have children. Think of an ankle bracelet and different colored footprints OR on the lower portion of your back by your jean line.
