Wow, you are opening up a whole can of worms with a question like this. There are some great .22 rifles out there and everyone has his favorites.
There are those that like the accuracy that comes with a bolt action, and these .22s are really the best rifles for training novice shooters and for small game and varmit hunting. Many many brands come to mind and nearly every major American manufacturer and many foreign companies from all over the globe have a contender in this arena.
The Ruger 10/22 is certainly the 'hot' .22 semi-auto on the market, with whole catalogs full of mods and accessories. I have enjoyed my 10/22 many times and while it suffers from not being an inherently accurate rifle out of the box, can, with significant investment and upgrades be turned into a match-winner.
So, to answer your question, I'm going to name the lowly Marlin Model 60 as the "best shooting .22 rifle".
The Marlin 60 and it's sister the Glenfield 60 hold the title of "The Most Popular Rifle in the World" with millions more of this model made and sold since it's introduction in 1960 than any other rifle.
It's is accurate right out of the box, unlike the Ruger, and with a little maintenence will shoot well for generations. It is also a true rifle for the people, as the Marlin can be had new with all needed accessories like scope, rings, sling and some ammo for under $200 in most cases.
With the millions that have been made, it's also easy to walk into any gun shop or pawn in the US and find a good used Model 60 for under $100.

No. not a good idea at all. First of all, it's probably illegal. And if something went wrong, lets say the dirt pile was very loose, or you aimed over it, you could hit something. It could hit the house and/or maybe another piece of property. Like a shed, or if they have children or pets, that could be very bad. 250 yards really isn't that far away, depending on the gun you have. Some guns can fire a bullet that can shoot over a mile. No, and you never want to aim in a direction where there is a house or private land. If you don't have permission from them, then even having the bullet land on their property could turn into a huge deal. They could sue you, and if someone or something gets damaged, you could face criminal charges. Not a good idea. If you go hunting at all, or have taken hunter education courses, then you should learn that you should never shoot in the direction of someone's property or house.

Ruger model 77s are hard to beat in bolt action, and the Ruger 10/22 is a good semiautomatic.

You know, best is ALWAYS a matter of opinion. What's best to one person could be a POS to another. Most of the higher quality .22s are great shooters and tack drivers. My Remigton 597 auto is also fun to go plinking in the fields. It's all about what YOU like.

For the money, nothing beats a CZ-452ZKME2 (aka brno, cz-brno). Yes, Kimber and Anschutz make better guns, but look at the cost!
But if money is NO OPTION. I would say Anshutz for mass production or a custom .22lr target job made-to-order for a customer.
