What is the answer you want? Do you want me to assert that that this is not a matter of national concern. Sorry. Who damaged my National flag? I do not know. Even if I did, do I know his purpose? NO. Even if I did know his purpose, should I react. NO. No other has damaged my national flag.
I am the one who damaged my national flag by my selfish and uncaring criticism of my country.

Either take it to a National Guard Unit, military Base, American Legion or scout troup. If they can't dispose of it they will most likely know where it can be done. Years ago when I was still in high school, certain patriotic clubs who took turns cutting it into sm. pieces & then burning the pieces. Of course you want to replace it with a new one. Oh yes, certain lodges & ladies' groups such as D.A.R., Eastern Star, Daughters of Union Veterans etc. often do it also. Anyway, you don't have to wait for certain dates, you can turn your worn out/damaged flag in at any time. They hold them so that there are quite a few when they're ready to hold the ceremony. Thank You for asking this question. So many folks just throw them in the trash. That is so sad.

there are proper ways to retire a flag that has become battered with use:

The Flag Code suggests that, "when a flag has served its useful purpose, it should be destroyed, preferably by burning." For individual citizens, this should be done discreetly so the act of destruction is not perceived as a protest or desecration. Many American Legion Posts conduct Disposal of Unserviceable Flag Ceremonies on June 14, Flag Day. This ceremony creates a particularly dignified and solemn occasion for the retirement of unserviceable flags.

If you are asking how to properly dispose of an American Flag that is damaged, it is ceremoniously burned and then replaced by a brand new flag.

If you're referring to an American flag, the correct procedures call for the flag to be burned in an honorable ceremony.

The VFW, American Legion, and Boy Scouts of America all hold regular flag-burning ceremonies. You can contact any of the local posts/troops of these organizations and give the flag to them for proper, correct disposal.

If you're not talking about an American flag, I can't help you.
